Requirements: my permission, sound element
Description: A rare and strange ability, the user actually projects a bubble of sound altering chakra around them. The bubble can't be seen except by chakra viewing means. This bubble is controlled by the user and basically grows and returns at will. What that means is that it effectively can make them and their weapons silent as well as block out sound. While the user can speak, people won't hear a thing unless the use wishes for the sound to leave the bubble. The bubble also has another effect. It can temporarily silence other things for short times that aren't attached to the user (ranged weapons, people, objects) for a few minutes. The user has to touch whatever it is they want silenced with the bubble aka be in close range. This also works on the users jutsus. When used with a sound jutsu, it makes the jutsu silent but, the jutsu still acts as if it has volume, A roar will still send a wave, a genjutsu song will still be 'heard', vibrations will be sent, and ect. This also works on Non-Sound jutsus to make them silent if the user wishes. Jutsus requiring this skill take no handseals as they are made though the bubble.

Description:
Used in combination with other genjutsu to add a secondary effect on initiating a genjutsu
Effects: can be used in combo with another 1 Genjutsu and any other jutsu to piggyback the genjutsu on it. If the jutsu hits, the genjutsu is placed onto it and the chakra for the genjutsu is paid, if not, the user does not pay for the genjutsu. The user does not need to do handseals for the genjutsu.

A counter against enemy vibration,wave, and sound based attacks. 
Effects: The user can nullify a pressure wave, vibration (including earthquakes), and sound jutsus by paying the same cost plus one low of chakra.

Description:
This jutsu causes the bubble to split into a inner and outer shell, essentially making 2 bubbles, inside the inner bubble is the user whom is protected from the effects of the jutsu. Anyone/thing else inside the 65 foot radius has all sounds made by them boosted by 180 decibels. This can become extemely dangerous as the level of sounds are almost equivalant to a cannon firing and can severely injure or kill people. the sounds do not go outside of the bubble or into the inner bubble.
Effects: A 65 foot bubble is created and all sounds inside of it are magnified by 180.

This is a collection of jutsu still, not a skill. I don't know why you want it as a skill, as that would make this take up a slot and having them be general jutsu (even ones that must be trained by you) does not unless they belong to part of a specific tree.

What the hell does Overtone do? I don't understand this at all.

Not liking The Gift of Noise at all. This is two jutsu mashed together, hardly makes sense, and seems ridiculously OP if it does what I think it does.

Also, you're not seeming to understand the difference between the description and the effect fields. The description is how the jutsu is executed, how it looks, and what it does. The effects section is for what the jutsu quite literally does in terms of damage, buffs, or debuffs. Example:

Description: The user holds a hand to their mouth in a cupped shaped and spews forth a large cone of flames, incinerating anything in its path.
Effects: The user spews a cone of flames at a maximum range of ten meters, expanding to a width of 3 meters at its widest point.
