Appearance: While thirty-two's not a particularly old age, Riku doesn't look a day over twenty. People say he's aged well as, if it weren't for his status as Amekage, he'd still be getting ID'd at bars. His blond hair is of varying lengths - his bangs ending just at his eyes, the sides extending past his jawline, and the back being a tad shorter. It's always kept in a rather fashionably unkempt style; the kind of person who can wake up and go out into the world without so much as a comb. His soft yet angular features can be used to express kindness (and swoon women) or they can play off his expressions when he's angered, giving him a more menacing look. One can quickly tell Riku is the Eight Tails Jinchuriki as his eyes appear red and snake-like with a dark makeup-like effect around them despite having transplanted both a Kekkyuugan and a Byakugan.
His typical outfit is simple yet fashionable to say the least. He wears a pair of black shinobi pants and black long-sleeved shirt. Atop this, he wears a unique cloak which displays his leadership of Amegakure. It's in the form of a short-sleeved trench coat, essentially, with a high rising collar and coat tails extending to the calves. It is primarily white with a large black bird in the lower right corner which breaks off into a flock of smaller birds, diagonally dividing the cloak into black and white. Upon the center of the back of the cloak is the kanji for "Amekage". A pair of shinobi sandals finish off the ensemble. Curiously he does not wear the typical shinobi flack jacket vest nor any pouches with which to contain equipment.

[/u] - Describing Riku's morality insists upon a series of seemingly contradicting views and beliefs. As a member of the chaotic neutral alignment, he is prone to temporary shifts in his alignment as a chaotic neutral is, by far, the most unpredictable of alignments. He holds qualities of numerous alignments: A sense of equality and justice (Lawful Neutral), a tie to relationships he himself has forged rather than what he was birthed into (True Neutral), a desire to protect those he loves and the citizens of his village (Neutral Good), a twisted and self-created sense of justice (Lawful Evil), the ability to kill any who stand in the path of either his goals or his own personal gain without the unnecessary urge to kill (Neutral Evil), and his drive to do anything in his power to protect both his own life and those of the ones close to him (Chaotic Good/Lawful Evil). In fact, Riku's moral alignment is often determined by the individual you may ask. Only by knowing him intimately can one ever even hope to glimpse at the full picture.
Motivations - Riku's only real motivation in life is nothing more than the pursuit of happiness. Nothing in this world would please him more than for him and the citizens of Amegakure to live their days out in peace and bliss, enjoying all the joys life has to offer. But the harsh reality is that his utopia is far from plausible. Man is too wild a beast to ever live in harmony. As such, he often sacrifices his own happiness, placing himself on the front lines of both war and politics to defend those whom have sworn themselves to him. But in here lies a contradiction with a hair trigger. When his own freedom or that of a close loved one is threatened, the happiness of those beneath him can easily be sacrificed. In times of great need, he is not opposed to either betraying his lower comrades or turning his village into a police state for safety and freedom in the long run.
Goals - He strongly believes that allowing the world to be divided into countries with separate rulers, while it promotes freedom, also promotes differing beliefs and that in turn breeds conflict. In order to end conflict and bring peace to the world, Riku has made it his sole mission to unite the world under his rule by whatever means necessary as he understands people listen to actions more than words.
Leadership - In order to properly promote peace and equality, Riku rules with an iron fist. He is known to be kind and understanding when his ways are followed yet breaking a rule is met with harsh and swift punishment. At first, this created a general aura of fear an unease in the people, but it was done so with good reason. Soon, people became too afraid to commit crimes and rates plummeted exponentially. Yet while he is harsh and absolute in his punishment, his laws and demands are far from tyrannical and many accept his lifestyle and quality of life as the village's only threats within the last fifteen years have been from outside parties.
Beliefs - Ultimately, Riku keeps an open mind and understands that his opinions could be wrong but his beliefs in them are rather solid. He holds no religious faith and believes in no other-worldly entities or forces that may govern or watch over this world. Life is nothing but chaos; random events and the chain reactions they set off. As such, life is a blank canvas and he, the painter.
God Complex - Being born with a wealth of power can do quite a number on one's psyche, even for someone with the mental fortitude Riku has. He has, quite literally, developed a god complex. His Kami blood coupled with his advanced psychic capabilities and his own beliefs on the universe and god have lead him to strongly believe that, while he is not a literal god, that he is the closest thing the universe can conjure to a god. As such, he sees himself above the common rabble and often talks down to and insults opponents.
Mental State - Being the Jinchuriki for the eight Tails has been hard work. The eight headed snake known as Orochi is a vile and evil trickster, even for one who chooses to walk a darker path such as Riku. The eight voices of the snake echo in his mind, bouncing around his head. At times he can tune them out and at others they scream until his ears feel as if they're going to bleed.

History: The exact details surrounding Riku's birth are unknown as he was found as an infant left alone in the forest, not even a hint at who might have left him there or why, nor how he had even gotten that far. Thankfully the child was found by a loving and caring man who took him home to his wife where they took the baby in as their own son, raising him no different than their own flesh and blood child they would have only a few years later. Though Riku would never take the family name, he was immediately accepted as a member of the Stormkin clan, treated no differently than any other child.
As Riku grew, his father trained him in the arts of the shinobi as is customary. The child got a quick grasp and excelled, exceeding his father's expectations more and more each year. Potential and talent seemed to pour out of this boy and the question as to why he was abandoned only became that much more intriguing. Just who was this star-child and where had he come from? Unfortunately the answer would never come but it mattered not to the child for he understood that true bonds were not the ones you were born into but the ones you made yourself. The love his parents had for him was a daily reminder of that fact.
By the age of twelve, Riku was already considered a solid member of the clan's forces when the need for combat arose and the tactical and intelligent young boy took the lead on numerous occasions. As his power grew, so did the diversity and ingenuity of his techniques. By age fourteen, Riku was already both a strong front-line fighter as well as the clan's most proficient medical ninja and his potential still seemed nearly limitless. It was this very power couple with his strong will, inspiring leadership, and incredible problem solving skills that he came to rally up the native clans of the Land of Rain where he erected Amegakure.
A particularly brutal battle around the age of fifteen awarded him his first real trophy. After striking down a Hyuuga who opposed him, Riku plucked the opponent's eye from his socket which he later used to replace his own eye. His second trophy would come at the age of seventeen and took form as Amegakure itself. Soon the warring clans of the Land of Rain stopped looking at one another as enemies and saw each other as brothers to protect them from the dangers of the world. The village was constructed and Riku took helm as Amekage where he still stands to this day. Riku's third would come at the age of twenty five when his close friend and advisor Kuroda Haruno gifted him one of his Kekkyuugan as a token of their friendship and mutual trust.
Two years after the settling of Amegakure came their first major threat. The massive eight headed snake known as Orochi no Yamato or the Eight Tailed Beast found its way to the coast of Amegakure and attack. Damage to the village was inevitable but Riku stepped in the beast's path as Amekage and vanquished it, sealing the beast within himself and becoming a Jinchuriki for the sake of his people (and power).
In the two years came the construction of Konohagakure and Arashigakure. Having the brother of his adopted family as Arashikage put his hand in the village and, having put up a genetic abomination he had personally mutated as candidate for Hokage (followed by a few "precautions") gave him a strong foothold in the Leaf as well, helping cement his power.
The relic known as the Mask of the Faceless found itself in Riku's possession. The item say by on a shelf for a great deal of time until finally, six years after the attack by the Hachibi, the Amekage donned the mask and took on the persona of a villain named Kai where he single-handedly invaded and sieged Kumogakure, leaving the village in ruins and putting the world in the state of panic Riku needed to bring everyone under his hand.
Today, seven years later - and fifteen years after the formation of Amegakure - Riku still stands as Amekage, watching over his people and carefully plotting his next move. Peace by world domination's a very tricky thing and not a well-received idea...
