Character Starting Limits (IMPORTANT)

All characters begin with 1,000 EXP to spend on their character at creation however they see fit. They may fill as many of their slots as they choose to and learn what they wish as long as they meet the requirements. At least 75% of this EXP must be spent at creation but the remaining 25% can be saved if the creator wishes. While a character is typically not restricted in the maximum rank of jutsu they may learn or equipment they may wield, a fresh character may not begin with weapons or items exceeding C-rank until approval. All characters begin at the rank of Genin unless given permission to start at a higher rank which is only in special cases.
